The Council may retain such employees and agents as it shall deem necessary who shall be employed for such terms, and at such compensation, and shall exercise such powers and perform such duties as shall be determined from time to time by the organization. The Council shall have the authority to contract with a participating unit of government to carry out the administrative and financial affairs of the Council. The Council may delegate to its employees to sign such documents as necessary to conduct Council business.
